All RPGs require players to spend time leveling their characters in one way or another. Whether it is an entirely skill-based system where characters only advance in the skills they use the most to a level-based one where players accrue generic experience which is then used to give them levels, the relationship between time-spent and level/skill earned remains the same. Yet the best rewards in the game, the most challenging dungeons and most involved quests can only be done by players who are level 60. Guilds raiding in Molten Core, Blackwing Lair and Ahn'Qiraq won't even look at players before they have reached level 60, and even then, require them to be wearing most of their Tier 0 set pieces! This isn't something easy to get, and takes a real commitment of time and effort on the player's part.
